Cloud & AI Infrastructure Practice Overview

Bowen has released its Cloud & AI Infrastructure Practice Overview, which examines how heterogeneous compute, agentic AI, and compounding cost pressure are reshaping AI infrastructure. The report analyzes the three structural shifts driving change across compute, software, and governance. It also examines strategic buyer activity, transaction valuations, and public market performance across the Govern & Secure, Software & Tooling, and Compute & Infra layers.

Overview

  • AI infrastructure is becoming more complex, cost-constrained and agentic. Compute environments are becoming heterogeneous as new chip architectures, specialized accelerators and neocloud platforms expand the range of options, while data center and power constraints are pushing buyers to secure capacity well ahead of deployment.
  • Agentic AI is creating new security and governance needs. Per Gartner, the number of agents at the average global Fortune 500 enterprise is expected to grow from fewer than 15 in 2025 to more than 150,000 by 2028, yet only 13% believe they have the right agent governance in place.
  • Cost optimization is compounding at both the compute and model layers. Falling token prices are being offset by larger models, longer agentic workflows and rising inference volumes, driving total AI workload spend higher and making performance-per-dollar and utilization core infrastructure selection criteria.
  • Strategic buyers across every layer are acquiring to build broader AI platforms, including Galileo/Cisco (Apr 2026), Modular/Qualcomm (Jun 2026), and Wallaroo.AI/d-Matrix and Virtue AI/Fortinet (both Aug 2026).
  • The buyer landscape for model-layer software has inverted: hyperscalers are building internally, while specialty silicon vendors, neoclouds and enterprise platform vendors acquire to close the gap faster.
  • A land grab for differentiated AI capabilities is driving premium valuations, with buyers paying for technology, talent and customer access. Select transactions have priced at ~50x ARR or higher.
  • Public market performance has diverged sharply by layer. Over the past year, pure-play Compute & Infrastructure equities returned +107.4% (excluding Micron), Software & Tooling +51.2%, and Govern & Secure +31.7%, versus +19.0% for the S&P 500.
